Haki is one of the most incredible powers in One Piece, and also one that every strong individual possesses, since it is the only ability that counters the powers of the Devil Fruit, and, at the same time, doesn’t have any downsides, unlike Devil Fruits.
While Haki is present in everyone, only a handful are capable of awakening it. There is also a rare type of Haki, called Conqueror’s Haki, that only a few are born with. Even among those who do possess Haki, only a few are able to advance it to the next grade and increase their strength even further.

10 Sabo

Sabo is the Chief of Staff of the Revolutionary Army and certainly an incredibly powerful figure. When it comes to using Haki, Sabo is absolutely magnificent. He has showcased high-grade usage of Armament Haki that he can use from a distance.
Sabo can also feel the core of his enemies and send his Haki directly to the core, breaking it apart from the inside out. This is very similar to advanced grade armament Haki, which fans saw being used in Wano. Undoubtedly, Sabo is very powerful.
9 Zoro

Zorro is a user of advanced grade Haki, thanks to his amazing sword, Enma. Using the sword, Zoro was able to tap into his advanced grade Armament Haki, and at the same time, also the power of Conqueror’s Haki as well.
Zoro can use the advanced form of both of these Haki types, and he displayed this ability in Wano to defeat King.
8 Yamato

One of the strongest characters in Wano, Yamato is quite a powerful individual with an amazing Mythical Zoan Devil Fruit ability of Okuchi no Makami.
On top of that also, Yamato has access to all three Haki types, two of which have been taken to an advanced grade. At the same time, Yamato also advanced grade Conqueror’s Haki, which makes him one of the strongest characters in the entire series.
7 Blackbeard

One of the Yonko of the Sea, Blackbeard is quite a powerful individual who relies primarily on his Devil Fruit abilities. That said, Blackbeard also has amazing control over Haki.
Blackbeard has been seen using both Observation and Armament Haki so far. His usage of Armament Haki is advanced and this was evident in his fight against Trafalgar Law, where huge Haki sparks were evidently emerging from his attacks.
6 Rayleigh

The Dark King, Rayleigh is quite a powerful individual, and one of the very few who can utilize all three Haki types. Rayleigh possesses advanced grade Armament and Conqueror’s Haki.
His power is such that even someone as strong as Blackbeard is wary of him, and this just goes to show the incredible skill he possesses even as a retired pirate.
5 Big Mom

One of the former Yonko, Big Mom is a mighty pirate who possesses incredible strength up her sleeve. Big Mom has her overpowered Devil Fruit to aid her in combat, however, at the same time, she also has a very overpowered Haki.
Although she doesn’t seem to use her advanced grade Haki all that much, she certainly does possess great control over it. Big Mom can utilize the advanced grade of both Armament and Conqueror’s Haki, and she showed these powers in Wano.
4 Garp

The Hero of the Marines, Garp is a legendary fighter and certainly one who is considered to be the strongest Marine of all time. Garp has the ability to utilize all three Haki types, and his control over Armament and Conqueror’s Haki is at an advanced level.
Garp possesses great control over advanced grade Haki, and he showed that when he invaded the Pirate Island, and destroyed a huge chunk of it.
3 Kaido

The strongest creature in One Piece, and a former Emperor of the Sea, Kaido possesses great control over Haki, despite having an overpowered Devil Fruit. he has access to all three Haki types, and while that is impressive in itself, what is even more impressive is the fact that he’s one of the only three individuals in One Piece who have advanced all three Haki types to an advanced grade.
Kaido can see the future, and he can also use advanced grade Armament Haki, and at the same time, infuse Conqueror’s Haki.
2 Luffy

The new Emperor of the Sea, Luffy, just like Kaido, is one of the few people capable of using advanced grade Haki of all three types. He picked up the ability to see the future in Whole Cake Island, and he learned the ability to use advanced Armament Haki in the Udon Prison.
Against Kaido, he learned how to infuse Conqueror’s Haki, and now, he has amazing control over every single Haki type, making him a truly special pirate.

When one thinks of the strongest Haki user in One Piece, Shanks comes to mind. Shanks is incredibly overpowered, and he has mastered Haki to a level where he can look into the future for more than 10 seconds, and utilize the ability of both advanced grade Armament and Conqueror’s Haki.
Undoubtedly, his strength when it comes to Haki is insurmountable.
