One Piece is among the longest-running franchises in anime history. In the series, pirates are hunted down by members of the World Government and their Marines. However, some pirates are too tough for the government or its soldiers to handle on their own, so in response, they will issue a bounty for the capture—or death—of a particularly powerful pirate.
There are several characters whose bounties are still unknown, but since One Piece has been running for so long, most of its important characters have published wanted levels. While these totals don’t necessarily represent the strength of the pirate they’re assigned to, they do denote just how dangerous they are in the eyes of the World Government.

The vast majority of the Grand Line’s most notorious pirates have appeared in the story, giving fans a better idea of the sea’s highest bounties than ever before.

25 Charlotte Perospero
Bounty: 700,000,000 Berries
Charlotte Perospero isn’t one of Big Mom’s Three Sweet Commanders, but his skills are nearly on-par with her strongest officers. As the Emperor of the Sea’s eldest son, Perospero wields both significant influence and massive amounts of power. In addition to Armament and Observation Haki, Perospero also wields the Lick-Lick Fruit, allowing him to create and manipulate candy at will.
When pitted against Brook, Ton Tony Chopper, and Pedro, Perospero easily defeated them. His victory against Wanda and Carrot as the pair uses their Sulong forms is even more impressive, and it serves as further evidence that his bounty of 700 million Berries is well-founded.
24 Charlotte Cracker
Bounty: 860,000,000 Berries
The Big Mom Pirates have stood as one of the four pillars of the pirating world for years, and while most of their notoriety stems from their captain, the Three Sweet Commanders are also incredibly strong in their own right. Charlotte Cracker, the Minister of Biscuits, might be the weakest of the trio, but as indicated by his bounty of 860 million Berries, he’s not to be taken lightly.
Cracker possesses the Bis-Bis Fruit, which allows him to create and manipulate biscuits at will. At face value, the Devil Fruit seems mundane; however, in conjunction with his impressive Armament and Observation Haki, he’s a threat to all but the strongest fighters in the Grand Line.
23 Nico Robin
Bounty: 930,000,000 Berries
Nico Robin, the resident archeologist of the Straw Hat Pirates, has been a wanted criminal since she was a child. Her ability to read and translate the Poneglyphs is a massive threat to the World Government, and in conjunction with her Devil Fruit powers and association with the Straw Hat Pirates, it elevates her bounty to a whopping total of 930 million Berries.
Although Nico Robin’s bounty doesn’t solely stem from her strength in combat, rival pirates would be wise not to underestimate her abilities. Her victory against Black Maria during the Raid on Onigashima established her as a New World powerhouse, and in anything other than an Emperor of the Sea’s crew, she would be, at the bare minimum, a high-ranking officer.
22 Charlotte Smoothie
Bounty: 932,000,000 Berries
Of the Big Mom Pirates’ Three Sweet Commanders, Charlotte Smoothie has been explored the least on screen. However, her bounty of 932 million Berries indicates a level of strength far beyond the average New World pirate.
Smoothie never loses a fight during One Piece’s narrative, and she causes the Sanji Retrieval Team a lot of problems during their escape from Whole Cake Island. Her bounty insinuates that her power level lies somewhere between Charlotte Katakuri and Charlotte Cracker’s, which (if true) would make her the third-strongest member of the Big Mom Pirates.
21 Jack The Drought
Bounty: 1,000,000,000 Berries
Jack the Drought of the Beast Pirates plays a significant role in One Piece. First, he attempts to free Donquixote Doflamingo during Doflamingo’s transportation to Impel Down. Afterward, he launches an all-out assault on Zunesha and the people of Zou. While he isn’t successful in either assault, Jack’s reckless aggression is ultimately what earned him a bounty of one billion Berries.
Almost every time that Jack the Drought appears, he takes on numerous high-level opponents at the same time. Even when he is ultimately defeated during the Raid on Onigashima, it takes the combined efforts of Inuarashi and Nekomamushi’s Sulong forms to defeat him.
20 Vinsmoke Sanji
Bounty: 1,032,000,000 Berries
Although Sanji might not be happy that he currently has a lower bounty than three of his crewmates—Luffy, Zoro, and Jinbe—the significance of his wanted level should not be understated. The cook recently defeated Queen of the Beast Pirates, establishing that he was on par with the other Yonko commanders found throughout the New World.
Sanji’s victory against Queen was more than impressive enough to net him his new bounty, but it should be remembered that his status as part of the Vinsmoke family also feeds into his wanted level. His status as a former prince of the Germa Kingdom makes him a political threat that is uncommon among most wanted pirates.
19 Charlotte Katakuri
Bounty: 1,057,000,000 Berries
Charlotte Katakuri has a bounty of 1.057 billion Berries on his head—the 19th-highest in One Piece history. Not only does this make him the most dangerous member of his family after his mother, but it also makes him one of the most formidable foes in the entire series.
The Minister of Flour can turn parts of his body in Mochi and is highly adept at controlling all three types of Haki. Katakuri is currently leading the Big Mom Pirates since the crew’s former leader hasn’t been seen since the conclusion of Wano, so he could potentially be in line for an updated bounty before too long.
18 Jinbe
Bounty: 1,100,000,000 Berries
The World Government understands that its alliance with the Seven Warlords of the Sea provided these pirates with intimate knowledge of global politics, so to offset their impact, they have vastly elevated the bounties of most of its former members. Jinbe was the only Straw Hat Pirate to be affected by this decision.
Thanks to his former status as a Warlord, recent alignment with the Straw Hat Pirates, and role in the Raid on Onigashima, Jinbe now possesses a bounty north of one billion Berries. This is good for third among Straw Hat Pirates, signaling just how valuable he is to their efforts.
17 Roronoa Zoro
Bounty: 1,111,000,000 Berries
Few characters in One Piece have shown the same level of unyielding devotion as Roronoa Zoro; as evidenced by his new bounty of 1.111 billion Berries, his efforts are finally starting to be recognized. The aspiring swordsman relentlessly pursues his goal of defeating Dracule Mihawk, and now that he defeated King the Conflagration, he’s closer than ever to realizing his ultimate goal.
Interestingly, neither Zoro nor Sanji surpassed King or Queen’s bounty levels, despite both Straw Hat Pirates emerging victorious from their respective battles. This is likely due to the World Government’s limited knowledge of events, but it still warrants mention that the duo could have received an even more staggering set of bounties.
16 Queen The Plague
Bounty: 1,320,000,000 Berries
Queen is Kaido’s second-strongest soldier, making him one of the more powerful pirates in the New World. The character resisted Luffy’s Conqueror’s Haki, an impressive feat on its own, and also fought Big Mom at Udon Prison, where he demonstrated great durability.
Despite recently losing in combat to Vinsmoke Sanji, the World Government also seems to think he’s a threat, as they’re willing to pay 1.320 billion Berries for his acts of piracy. His incredible knowledge and affinity for violence likely contribute to this total.
15 Marco The Phoenix
Bounty: 1,374,000,000 Berries
The Whitebeard Pirates are still a major threat to the World Government without their former captain, and a huge reason for this is the stellar leadership that has been demonstrated by Marco the Phoenix since Edward Newgate’s death. He has kept the group largely intact, which speaks to the family values instilled in their ranks by Whitebeard.
However, leadership alone wouldn’t result in Marco’s current bounty. The doctor also possesses one of the most powerful Devil Fruits in the series, allowing him to transform into the mythical Phoenix and regenerate from incredible amounts of damage.
14 King The Conflagration
Bounty: 1,390,000,000 Berries
During the latter stages of the Raid on Onigashima, a flashback depicts the history between King the Conflagration and Kaido, the leader of the Beast Pirates. This, coupled with the masked swordsman’s battle with Roronoa Zoro, are more than enough to prove he is worth every bit of his 1.390 billion-Berry bounty.
As with Queen and Sanji, some fans may find it odd that King’s bounty is higher than that of the pirate who just defeated him, Roronoa Zoro. This train of thought is certainly legitimate, but since King is potentially the only surviving member of the Lunarians, his inflated bounty makes more sense.
13 Boa Hancock
Bounty: 1,659,000,000 Berries
Fans have always known that Boa Hancock’s wanted level would easily surpass the bounty of 80 million Berries that she earned as a teenager, yet it wasn’t until recently that its exact total became known. During a conflict with Blackbeard, her bounty is revealed to be over one-and-a-half billion Berries—easily one of the highest bounties in One Piece of any female character seen thus far.
Every former Warlord poses a threat due to their inside knowledge of the World Government, but in the case of Boa Hancock, she is even more dangerous. She leads Amazon Lily, a nation strong enough to withstand a direct attack by the Marines and Blackbeard Pirates.
12 Crocodile
Bounty: 1,965,000,000 Berries
When fans first meet Crocodile in Alabasta, few realize just how significant the leader of Baroque Works will prove to be to the One Piece narrative. He introduces the Straw Hat Pirates to the global stage, providing them with a taste of the power found among the Seven Warlords. However, Crocodile’s work in Alabasta is merely a sign of greater things to come.
Following the Wano arc, it was revealed that the former Warlord formed the Cross Guild, a criminal organization that is now placing bounties on high-profile members of the Marines. The World Government thinks that Crocodile works under another pirate in the organization, so if they knew the truth behind his involvement, his bounty would likely be one of the highest in the entire series.
11 Eustass Kid
Bounty: 3,000,000,000 Berries
When Eustass Kid was first introduced, his bounty actually trumped Monkey D. Luffy’s. This isn’t necessarily indicative of a power disparity between the two. Rather, it provides commentary on just how destructive the Kid Pirates have been during their journey through the Grand Line.
While the days of Kid outclassing Luffy in terms of bounty are long gone, the magnetic pirate’s impact on the series hasn’t diminished whatsoever. He plays a major role in the downfall of Big Mom, and for his role in this battle, the World Government has labeled him to be among the world’s worst criminals.
10 Trafalgar D. Law
Bounty: 3,000,000,000 Berries
As with Eustass Kid and Monkey D. Luffy, Trafalgar D. Law received a bounty of three billion Berries for his role in the Raid on Onigashima. His journey to unseating the Yonko began with Luffy back during the Dressrosa arc, so his victory over Big Mom was a long time coming.
Law may have needed Kid’s assistance to take down Big Mom, but seeing as he awakened his Devil Fruit during the fight itself, he clearly has room for improvement. The captain of the Heart Pirates seems to be on the verge of becoming an Emperor of the Sea himself.
9 Monkey D. Luffy
Bounty: 3,000,000,000 Berries
Monkey D. Luffy has been on the path to achieving greatness since the dawn of One Piece, but after defeating Kaido, his status as one of the world’s strongest pirates is now undeniable. While he, Eustass Kid, and Trafalgar D. Law were all given equal credit for the defeat of Big Mom and Kaido, Luffy’s abilities clearly dwarfed that of his peers.
Using his new Gear Fifth technique, the Straw Hat Pirates’ captain wiped the floor with Kaido, completely usurping the New World’s balance of power in the process. Luffy unravels the efforts of the World Government everywhere that his crew sets foot, so it should only be a matter of time before he earns the highest bounty in One Piece.
8 Buggy The Clown
Bounty: 3,189,000,000 Berries
When the new Yonko members were announced after the events of Wano, fans were clamoring to see which characters would fill the void left by Big Mom and Kaido. While Luffy wasn’t a surprising choice, many were shocked to see that Buggy the Clown was the fourth pirate included among their ranks.
Eventually, One Piece revealed that the World Government came to the assumption that Buggy was the mastermind behind the newly-formed Cross Guild. Crocodile and Dracule Mihawk, its actual leaders, were happy to let the red-nosed clown take the heat from the government. Because of this, Buggy now slots among the most wanted criminals in the Grand Line.
7 Dracule Mihawk
Bounty: 3,590,000,000 Berries
For most of One Piece, Dracule Mihawk has traveled throughout the Grand Line unmoored, utilizing his position among the Seven Warlords to do as he pleased while he awaited a worthy challenger. However, the World’s Strongest Swordsman was backed into a corner after the World Government dissolved the Warlord system, leaving him once again a wanted criminal.
Unfortunately for the World Government, Mihawk did not exhibit his normal apathy in response to this development. Instead, he joined forces with Buggy the Clown and Crocodile, forming the Cross Guild in the process. As their strongest member, Dracule Mihawk’s bounty of 3.590 billion Berries is a testament to the threat that he poses to his opposition.
6 Blackbeard
Bounty: 3,996,000,000 Berries
One of the highest bounties in One Piece belongs to Marshall D. Teach, also known as Blackbeard. Teach’s bounty absolutely dwarfs the likes of most pirates, totaling almost four billion Berries. While this total is hard to believe, his trail of destruction and chaos more than justifies the gaudy number.
In addition to being the only known character in One Piece history to possess two Devil Fruit powers, Blackbeard has also proven himself to be one of the most opportunistic individuals in the entire series. While Teach was still a Warlord of the Sea, he dealt the killing blow to Whitebeard, setting him up to eventually become one of the New World’s four Yonko.
