The Jinchuriki have always been among the strongest characters in Naruto. These are people who have Tailed Beasts sealed inside them, granting them massive power. Of course, controlling the Tailed Beasts is what allows them an advantage in the first place. The strongest Naruto characters have always included the likes of Jinchuriki and it wouldn’t even be a stretch to say that they are actually dominated by them.

As such, it often overshadows those who don’t possess these mystical beasts, yet are extremely strong as well. While having a Tailed Beast can, in some situations, prove to be advantageous, being without one doesn’t render one useless and the many mighty Shinobi in the Naruto world who have made a great name for themselves without having these powers are proof of that.
8 Kabuto Yakushi
Learned Snake Sage Mode
Kabuto was certainly not a prominent villain in the first half of Naruto, however, after Orochimaru died, Kabuto made it his goal to continue his work. He did so quite diligently and eventually evolved into what he called a dragon. Kabuto gained several Kekkei Genkai and, at the same time, attained the power to use the Snake Sage Mode.
He gained so much power that he was able to fight against Itachi Uchiha and Sasuke at the same time. He became incredibly skilled in these arcs and his strength was shortly immense.

Itachi Uchiha was certainly one of the most blessed ninjas to have ever lived. At the same time, he worked incredibly hard to hone his skill even further and become a character worthy of becoming a Kage before he even hit the age of 10. Itachi was a legendary figure in the Naruto world and his strength was certainly there to show for it.
Itachi possessed the power of the Mangekyo Sharingan and, even without this ability, his skill in combat was unparalleled. With his eyes, Itachi was absolutely unstoppable, given that he commanded the powers of Amaterasu and, at the same time, Tsukuyomi. In fact, he even knew of the Forbidden Uchiha Jutsu, such as Izanami and Izanagi, using which he could defeat nearly anyone.
6 Hiruzen Sarutobi
A Master Of All Nature Transformations
Hiruzen Sarutobi is one of the few characters in the Naruto world who does not possess any Kekkei Genkai or any Tailed Beast, yet is among the strongest. Hiruzen was a master of all five nature transformations and he was known as the professor, based on how much information and wisdom he possessed.
He was a user of all five Nature Transformations and, what’s more, he could use every single jutsu in Konoha that wasn’t a Kekkei Genkai. Hiruzen made such a great name for himself that he was believed to be the God of Shinobi. In fact, many believe him to be stronger than even Hashirama and that surely is a statement that speaks for itself.
5 Hashirama Senju

Hashirama Senju was the First Hokage of Konoha and certainly a very skilled ninja. Famed as the God of Shinobi, Hashirama was one of only a handful of characters who could stand up against Madara. What made him special was the fact that he was the reincarnation of Asura and was, thus, blessed with very strong chakra, on top of already having tremendous reserves, thanks to his Senju bloodline.

Furthermore, his biggest specialty was the Wood Release Kekkei Genkai, which made him a direct counter to Tailed Beasts and those with the power of Tailed Beasts. His strength was such that he could rival and even defeat Madara in combat.
4 Might Guy
Power Greater Than The Five Kage
When it comes to Taijutsu, absolutely nobody rivals Might Guy, and he certainly proved that in the Naruto series. With the usage of the Eight Inner Gates, Guy could hardly be rivaled by anyone.
When he opened the 8th Gate, he could fight against Madara, who was the 10 Tails Jinchuriki at this point, and he almost killed him, which was something that the Uchiha admitted himself. Undoubtedly, he’s one of the strongest Naruto characters.
3 Kakashi Hatake
Could Temporarily Fight Kaguya
While Kakashi might not be believed by many to be among the strongest, he certainly was when he hit his peak in the Fourth Great Ninja War. For a short moment of time, Kakashi was blessed with the Six Paths Chakra and dual Mangekyo Sharingan.
This gave him the ability to manifest a Susanoo and bring forth the full power of Kamui. With this ability, he could even fight Kaguya, and a character with such strength surely doesn’t need to be a Jinchuriki to be strong.
2 Sasuke Uchiha
A Rival To Naruto
The strongest of all Uchiha, Sasuke is surely a character who is among the strongest without being a Jinchuriki. He was blessed with immense talent right from the get-go and he fulfilled it with the training that he underwent in his life.
Sasuke even received Six Paths powers from the Sage himself and then awakened the Rinnegan as well. His powers certainly rivaled those of Naruto.
1 Kaguya Otsutsuki
The Strongest In Naruto
Clearly, the strongest non-Jinchuriki character in Naruto is none other than herself. Kaguya was not a Jinchuriki but an Otsutsuki. She consumed the chakra fruit of planet Earth and gained even greater strength. With her powers, she could defeat anyone and even Naruto and Sasuke alone were not enough to take her down.
Technically Kaguya was not a Jinchuriki, however, she did fuse with the God Tree at one point to give rise to the 10 Tails, which was then stopped by her own sons.
