After being hit by Admiral Kizaru’s laser, fans knew that Vegapunk would end up dying. Upon his death, a pre-recorded message was triggered and Vegapunk himself mentioned in One Piece chapter 1113 that this message was set up in such a way that it would start once his heart stopped beating. He knew that he did not have long left, and it is because of that he pre-recorded this message. Of course, the biggest obstacle for this message to come out was interference.
