Highlights
- Bounties in One Piece indicate the level of threat and strength a person possesses, with some outstanding bounties going inactive over the years.
- Many powerful individuals had inactive bounties due to their affiliations as Warlords or other reasons, such as Trebol, Pica, Diamante, Fisher Tiger, Doflamingo, Pedro, Izo, Ace, Whitebeard, and Gol D. Roger.
- The highest inactive bounty was held by Gol D. Roger, the Pirate King, with a staggering 5.5648 billion berries, followed closely by Whitebeard with 5.046 billion berries.
Bounties are normally placed by the World Government on the criminals, usually pirates, in the world of One Piece. Bounties are a sign of the level of threat an individual poses to the World Government and they also indicate, to an extent, the level of strength that a person possesses.

Fans have seen quite a lot of incredible bounties being revealed in One Piece over the years. At the same time, there are bounties that have, for one reason or another, gone inactive over the years, and quite a lot of them were absolutely outstanding.
8 Trebol/Pica/Diamante
Bounty: 99 Million Berries Each
Trebol, Pica, and Diamante were three of Doflamingo’s most valuable underlings. They commanded their own armies and were absolutely incredible in terms of power. All of them possessed a bounty of 99 million berries on their heads.
Their bounties were frozen a long time ago, thanks to Doflamingo being a Warlord. Their true bounties would have been much higher than that and could easily have crossed into the 300 million berri territory. Thankfully, Doflamingo being a Shichibukai meant that his crew could simply do whatever they wanted without raising any infamy.
7 Fisher Tiger
Bounty: 230 Million Berries
Fisher Tiger was one of the most incredible pirates to have ever lived in the One Piece world. He was an icon for the Fish Men who fought for the rights of his people. Fisher Tiger, through his years on the seas, acquired a bounty of 230 million berries.
He led the Sun Pirates and this crew included the vast majority of Fishman slaves and, at the same time, even some humans. Fisher Tiger ended up being killed in a treacherous manner, however, his legacy still remains to this day. With his death, his bounty became inactive.
6 Doflamingo
Bounty: 340 Million Berries
Doflamingo was one of the strongest Shichibuki and, at the same time, the king of Dress Rosa. Given that he was one of the Warlords, it is quite clear to see why his bounty was inactive.
Essentially, because of his Warlord status, the amount was frozen for quite a long time so, no matter what he did, it would not get any higher and he would not be hunted either, making the bounty itself pointless. Later on, when his true nature was discovered, Doflamingo was defeated by Luffy and was subsequently locked in Impel Down Level 6. This means that his bounty is no longer active.
5 Pedro
Bounty: 382 Million Berries
Pedro of the treetops was one of the Guardians of the Whale Forest of the Mink Tribe. He was an incredibly powerful fighter who accompanied the Straw Hat Pirates to the territory of the Yonko, Big Mom.
There, Pedro fought against some of the strongest enemies and, eventually, in order to give the crew a chance to escape, he ended up blowing himself up. Pedro died in that explosion and, thus, his bounty has been inactive ever since.
4 Izo
Bounty: 510 Million Berries
A powerful member of the Whitebeard Pirates and, at the same time, one of the Vassals of Oden, Izo was a great samurai of Wano Country. He made his debut in One Piece during the Paramount War arc and from hers onwards, he played an even bigger role in the Wano arc.

Izo fought against Kaido and his men during this arc and, in the end, he laid down his life for a better future for the country. With his death, his bounty of 510 million berries also became inactive.
3 Ace
Bounty: 550 Million Berries
Ace was one of the most incredible pirates of the new era and one who many considered to be the leader of the next generation. Being the son of Roger, it was expected of a pirate such as him to reach great heights and he certainly did that. Ace started his own pirate crew, called the Spade Pirates and, eventually, the crew was absorbed by the Whitebeard Pirates.
Ace became the Second Division Commander of this crew and made quite a name for himself in the New World. In no time, his bounty rose to 550 million berries, which is incredible. Ace was, unfortunately, handed over to the Navy by Blackbeard and, later on, executed. With his death, his bounty of 550 million berries became inactive.
2 Whitebeard
Bounty: 5.046 Billion Berries
One of the former Yonko, Whitebeard was an incredible pirate who was believed to be the strongest man in the world prior to his death. He was one of the greatest rivals of Roger and the only pirate to have ever gone toe to toe with him in a fight.
Whitebeard was incredibly powerful, thanks to his Gura Gura no Mi, along with his tremendous control over Haki. He was easily the strongest on the seas for quite a long time and, eventually, he died in the Paramount War in an attempt to save Ace. Whitebeard was quite old by this time and couldn’t bring out his full power. Even then, he wreaked havoc on this island to the point where the Marine Headquarters had to be moved entirely. Since he died on Marineford, his bounty became inactive.
1 Gol D. Roger
Bounty: 5.5648 Billion Berries
The Pirate King, Gol D. Roger was the most infamous pirate to have ever lived. He reached the Final Island, Laugh Tale, along with his incredible pirate crew and discovered the truth of the world. Just for that reason alone, Roger deserves an incredibly immense bounty. However, he was also tremendously powerful.
He could match Whitebeard in combat even when he was sick and that just goes to show that, in his prime, he would have been an unstoppable monster. Roger had a bounty of 5.5648 billion berries. This bounty became inactive after he was executed in the East Blue.
