These are the most special pirates in One Piece, and are considered to be individuals with tremendous importance, and at the same time, a high level of strength.
5 Shanks

Shanks is one of the Four Emperors of the Sea and quite easily one of the most active pirates in the Final Saga of One Piece. Fans did not get to see a lot of Shanks before the Final Saga, however, now, he’s an active player in the race for the One Piece.
Shanks has a bounty of 4 .0489 billion berries on his head. This is an extremely high reward, and it goes to show that his strength is immeasurable. This is especially impressive in his case since he has been an Emperor just for 6 years, compared to some others, who have held this title for decades. Among the seasoned pirates from the newer generation, Shanks is certainly the most elite of all.
4 Big Mom

Big Mom has been an emperor of the sea for quite a long time, and it is no surprise to the fans to know that she possesses a high bounty. Big Mom has a bounty of 4.388 billion berries, and she acquired it over many years, thanks to her incredible physical might, and of course, her amazing Devil Fruit powers, along with the tremendous Haki that she possesses.
It goes without saying that Big Mom is one of the strongest pirates to have ever lived in the One Piece world, and she is deemed to be on the same level as Kaido by many.
3 Kaido

Kaido, also known as the strongest creature on land, air, and sea, is one of the most powerful individuals in One Piece that the fans have seen. In The Wano Country Arc, fans saw a proper display from him when it comes to strength and he was surely extremely impressive.
Kaido possesses a Mythical Zoan Zone Dragon Devil Fruit, and on top of that, all three forms of Haki, and these powers, when put together, make him an exceptionally strong individual.
2 Whitebeard

Known to be the strongest man in the world, Whitebeard was an incredibly powerful pirate who was known to be strong enough to rival even Roger in terms of strength. After the death of Roger, Whitebeard became the man closest to the One Piece, and was generally considered the strongest.
Whitebeard was incredibly overpowered, and much of that was down to the fact that he possessed the Gura Gura no Mi, which was an incredible Devil Fruit that allowed him to produce quakes. At the same time, Whitebeard also had tremendous Haki of all three types, which he had advanced as well. Naturally, all these things led to him attaining a very high bounty of 5.046 billion berries.
Unfortunately, fans did not get to see much of him In his prime. What little they got to see of him during his old age was enough to give him a very high bounty. Still, it is shocking to consider that in his prime days, Whitebeard was probably a hundred times scarier, and that paints quite a picture of what a monstrous individual he was, and the fact that he deserved a bounty that high.
1 Roger

The Pirate King, Gold D. Roger, is the man with the highest known bounty in One Piece to date. Roger was the Pirate King, and, as a result, the biggest enemy of the World Government in One Piece. Naturally, he has the highest known bounty as well. Roger’s bounty was 5.556 billion berries, which is quite high. Roger did not have any Devil Fruit, however, he did have access to overpowered Haki.
In the Oden flashback, he was seen making use of Conqueror’s Haki as his primary weapon in battle, and that alone makes him a force to be reckoned with.
Roger is a tremendous figure the strength of which cannot be matched by many. In fact, even Whitebeard, who is considered to be a pirate on the same level as him, only managed to tie a battle with him and he was already suffering from a deadly illness. Using his incredible powers, Roger was able to bring the whole world to heal and that was certainly something incredibly special. Among all the pirates with high bounties, Roger is the one who holds the highest position.
