This happened in the chapter after Shigaraki died at the hands of Deku, which upset many fans. It is understandable why fans did not like this change in the story. For one, the way that the author wrote Shigaraki’s story made it a pure tragedy right from the start to the end. Of course, Shigaraki could not have been forgiven for what he did, but at the same time, fans also acknowledged the fact that he was truly a victim of All For One throughout his life. Even before he was born, Shigaraki was being manipulated and right until the very end, he was simply a tool for this despicable individual.

Shigaraki is one character that many fans believe deserved redemption more than anyone else, and when the author decided to kill him off, it upset quite a few individuals. This individual was also wearing clothes similar to Kurogiri, which led most to argue that this person was either Tenko Shimura, or, Shirakumo, who fans know to be very important in the story as well.

Finally, fans have their answer to who this person is, and what his role in the story is.

The Mysterious Man Is Unfortunately Not Tenko Shimura
Fans had hoped for this mysterious man to be Tenko Shimura badly, however, My Hero Academia chapter 429 essentially confirms that this person is not Tenko at all. This is sad for many fans to hear, and the author has confirmed that this person is a completely different individual altogether. It was confirmed in My Hero Academia chapter 429 that this person awakened a strange quirk at one point and he was locked away by his own family inside the house. He received food in whatever necessary amounts he needed to survive, but the conclusion of the war finally freed him.
He was able to step out of his house for the very first time, but he did not have anyone to help or support him. This is precisely why this character emerged from a building looking hopeless, and it was all done on purpose by the author. Even the fact that this individual looked just like Tenko was done on purpose. The author wanted to hammer home a point of which not many fans were too fond of.
Essentially, this mysterious character suddenly awakened a quirk just like Eri, and, because of that, was treated horribly by his family. When an explosion hit his house, his parents supposedly died, and he was able to escape from an underground basement which led him to the sun. However, he was still suffering and black liquid was seen oozing from his fingers. It appears that he was unaware of what power he has, and above all, he didn’t understand why he had to suffer greatly. He believed that he suffered alone for way too long and cursed society for abandoning him as they did.

The Mysterious Man Marks A Change In Hero Society
The mysterious man in My Hero Academia that was recently seen did not turn out to be Tenko Shimura. Instead, the author used it to showcase that the society has now changed since what happened to Tenko. When the mysterious man was struggling for support, the same lady who decided to not help Tenko back in the day approached him and called for him. She gave him a hand that did what she could to help him, and because of that, fans could finally see that society started to change.
Deku and the heroes do not need to be the only heroes in the world of My Hero Academia. Instead, general people need to be Heroes for themselves as well and for others. This is the message that Horikoshi tried to hammer home with this mysterious man, and he did so while making this character exactly like Tenko. The point was that the person looking like Tenko was a reminder for the old lady to correct her mistakes, learn from her past, and evolve to help others around her.

This is the society that Hawks envisioned – a society where Heroes have too much spare time on their hands. This is because everyone is starting to be more like a hero, and the heroes can simply watch and aid them when they are needed. This society has changed for the better, and that is certainly amazing.
At the same time, however, using a character who looks just like Tenko to hammer home this point leaves a sour taste in the mouths of the fans who wanted a return of Tenko because he deserved it, most of all. At the end of the day, the mysterious man might have received help, but Tenko didn’t and so many other people who suffered all over the world did not as well. The world might have changed, but this only came at the sacrifice of individuals like Tenko who had to suffer, and what’s even worse is that nobody will even remember them.
