His strategy is to destroy Bakugo, along with everything else in his path, get to Tomura, and forcefully complete the quirk transfer process.

It is highly likely that My Hero Academia chapter 409 will also show the aftermath of the clash between Bakugo and All For One. Given that All For One is already charging at Bakugo at full force, there is not much that can happen at the beginning of the next chapter, other than the massive clash between him and Bakugo. If Bakugo retaliates with a powerful attack of his own, then a massive explosion will likely happen, at the end of which he will likely be revealed as the winner of the clash, while All For One will have turned into a baby.

All Might already mentioned in the previous chapter that he thinks All For One is taking a huge gamble and this gamble will be the end of him in many ways.
