The Kage are, generally speaking, the strongest shinobi of a village and, at the same time, they are responsible for governing this village, as well as protecting it. These Kage have, historically speaking, been against each other, due to the major differences that the villages had. However, ever since the Fourth Great Ninja War, the Five Kage have stuck together. In Boruto, the Five Kage are stronger than ever before, however, not all of them possess similar levels of strength.
5 Chojuro

Chojuro is the Sixth Mizukage of the Hidden Mist Village. Fans know him to be an exceptionally powerful swordsman who can fight nearly anyone in the Ninja World. In Boruto, he is known to be strong enough to wield Hiramekarei with great precision.
He even fought against the Otsutsuki villains, which goes to show his incredible levels of strength. However, Chojuro certainly has a lot of room to improve. He hasn’t done anything significant in Boruto and, among the Five Kage, his display is certainly the weakest.
4 Kurotsuchi

The Fourth Tsuchikage of Iwagakure, Kurotsuchi is an exceptionally powerful woman. She took over from Onoki and has certainly lived up to the standard that he set long ago. She is incredibly skilled when it comes to fighting. Her control over Earth Release is exceptional and she can even command the Lava Release Kekkei Genkai with tremendous precision.
In Boruto, she was seen to be strong enough to hold her own against some Otsutsuki characters, which is nothing short of staggering. In fact, she was even able to survive powerful blows from Momoshiki after he was fused, which goes to show that she has great resilience as well. All her strengths, when combined, just go to show that Kurotsuchi is quite a capable woman and certainly among the strongest ninjas in the world right now.
3 Darui
The Fifth Raikage After Ay
Darui is the Fifth Raikage of Kumogakure, and he inherited this position from Ay, the Fourth Raikage of the village. He was known to be the right-hand man of Ay, and, as such, it isn’t a surprise to anyone to see that he inherited this position. While he might not have the speed of the former Raikage, he is incredibly smart in combat and, at the same time, he commands black lightning, which is a very rare power to hold in the Naruto world.

Furthermore, he also has the Kekkei Genkai of Storm Release, which is also very rare and allows him to attack with powerful techniques such as Laser Circus. In Boruto, he was seen able to fight against Momoshiki to quite an extent, even forcing him to retreat for some reason. Darui is certainly not the strongest ninja alive, however, he has quite a lot of incredible skills which fans have not seen the full extent of just yet.
2 Gaara

The Fifth Kazekage of the Hidden Sand Village, Gaara is an extremely important character in the Naruto world. Fans have seen him grow into a tremendously overpowered Shinobi in front of their eyes, from the times of Naruto, all the way to Boruto. His control over sand manipulation has been absolutely immense from the get-go.
Even though he does not have his Tailed Beast anymore, he is still a force to be reckoned with. In the Fourth Great Ninja War, he reached unprecedented levels of power and showed everyone why he is among the strongest Kage, despite being quite young. In the Boruto era, he has grown even stronger and shown enough strength to fight against Momoshiki to quite an extent. Gaara has evolved greatly over the years and he has acquired powers that allow him to fight incredibly powerful enemies. His full strength in Boruto remains to be seen, however, he’s certainly second only to the Seventh Hokage.
1 Naruto
The Seventh Hokage After Kakashi
Undoubtedly, the strongest Shinobi in Boruto is none other than Naruto Uzumaki, the 7th Hokage of Konoha. Naruto attained this position after Kakashi stepped down at some point after the 4th Great Ninja War. Naruto had already hit godly heights in the 4th Great Ninja War, however, after the war, he ended up getting even stronger. By the time of Boruto, Naruto was at the peak of his powers, even though his skills needed brushing up at the beginning of the series. Naruto is one of the only characters strong enough to actually defeat an Otsutsuki which says a lot about the level of power that he possesses.
In his Baryon Mode, Naruto holds enough power to surpass all the Otsutsuki, apart from Shibai. His strength is such that even Isshiki could not match him in combat and that just goes to show the level he had reached as a Kage.
