Following the depiction of the Emperor Red-Haired Shanks in Elbaph, Chapter 1080 returns the story to Fullalead in New World, Blackbeard's main base of operations. To the delight of the other pirates, it appears that the captured Captain Koby manages to escape. Because he escaped, he is no longer Blackbeard's property, allowing them to re-capture him and earn his bounty. The Cross Guild has awarded him a five-star bounty of 500 million berries, which is five times the usual bounty for Marine captains. Having said that, some pirates have already made their move.

A certain group is already keeping an eye on Koby's movements, which are slowed by the iron ball shackled to his ankle. In addition, he has been assisting and liberating the other captives. Avalo Pizarro, a corrupt king who has consumed the Isle-Isle Fruit, informs Shiryu, the Blackbeard Pirates' swordsman, of Koby's actions. Shiryu questions him about why he hasn't taken care of them, and the king replies that he simply didn't want to destroy the island. As a result, another heinous character steps forward. Vasco Shot, the Glug-Glug Fruit eater, proposes burning down the entire town. Pizarro, on the other hand, is opposed to the idea because it will likely irritate Blackbeard.

Meanwhile, Koby is attempting to elude his pursuers, but to no avail. He knows he can't lose them all, so he settles for simply distracting them until the others escape. A flashback occurs at that precise moment. Blackbeard informs Koby of his plans. He wishes to make Fullalead a legitimate country affiliated with the World Government. Of course, Koby isn't convinced. He understands that a country full of criminals has no chance of manifesting. Blackbeard, on the other hand, is adamant. After all, he has Koby as a negotiating chip. Nonetheless, Koby assures him that his plan will fail.

Koby informs Teech that he is a member of SWORD, which piques Kuzan's interest. The former admiral advises his new captain to abandon the plan. He then explains to the others what it means to be a SWORD member. These special agents appear to be Navy but are also not Navy; they are similar to officers who have resigned from their positions and thus gained liberty. They can do whatever they want without fear of repercussions from higher-ups. Unfortunately, this also means that they are not supported by the World Government. Blackbeard, on the other hand, does not give up.

In One Piece Chapter 1079, Perona the Ghost Princess, it turns out, is the one who liberated Koby from captivity – but not without a price. Perona asks Koby to release Moria after she has freed him, and Koby obviously agrees. Koby is running around when he hears about three Marine sailors causing havoc at the port. Those three are, of course, Koby's comrades, who are also SWORD members.

Kujaku, Tsuru's granddaughter and Whip-Whip Fruit wielder, is up first. Then there's Hibari, who transforms the pirates' rounds into flowers, saving Koby from a hail of bullets. She appears to have feelings for the young officer as well. Then there's Prince Grus. He ate the Glorg-Glorg Fruit, which transformed him into a clay-man. His abilities, however, appear to be focused on the creation of golems rather than the transformation of himself into clay.

Immediately after their introduction, a Navy battleship flies toward Koby, shocking both pirates and Marines. The legendary Vice Admiral Garp, who has also brought Helmeppo and Tashigi with him, is on board that very ship. The pirates are taken aback at first when they see the massive ship barreling toward them. Their surprise quickly turns to panic as they realize the person aboard is Garp, the hero of the legend. They begin to scurry around, hoping to flee to safety.

Unfortunately, there are no exits from the square for them. Garp then decides to use this as an opportunity to vent his rage. He first draws the pirates' attention before launching his extremely destructive Galaxy Impact toward the town, razing it to the ground. But first, he lectures the pirates about their wrongdoings. He asks them what they think they are doing, then brags about Koby being his protégé. Not only that, but he goes so far as to say that the young Marine is the Navy's future in One Piece.
