Monkey D. Luffy is undoubtedly one of the most powerful and influential pirates in the wonderful world of One Piece. Alongside his Straw Hat Pirates, he has taken down powerful foes and helped out entire countries. As a result, they have managed to make a lot of dangerous enemies, whether it’s other pirates, marines, or even high-ranking members of the World Government.

A lot of people in One Piece truly despise Luffy for various reasons, and his reactions vary. Sometimes he shares the same sentiment, while for others he’s completely unaware of their feelings. But who are the characters that hate Luffy more than anybody else?


1 Enel

Luffy Became The First Person Who Could Stand Against This “God”

The immense power of the Goro Goro no Mi filled Enel with so much confidence and arrogance that he began seeing himself as a god in order to rule the Sky Islands with an iron fist. After all, nobody could touch him, since not only could he generate and manipulate electricity, but his body was completely intangible, making him impervious to most attacks.

But Enel never considered that, thanks to the powers of the Gomu Gomu no Mi, there was a pirate out there with rubber powers that was completely immune to his lightning. After an intense battle, Luffy managed to defeat Enel once and for all, destroying everything he had achieved in the process. Luffy became the first person to take down this tyrannical god, and Enel will always resent him because of that.

2 Donquixote Doflamingo

Another Evil Tyrant Who Was Taken Down By A Mere Pirate

Donquixote Doflamingo always had a fascination with Luffy, laughing at his triumph over Crocodile and being interested in the “D” in the young pirate’s name. But he never imagined that this same boy would later be the person responsible for his downfall. Doflamingo never took Luffy seriously, so when the Straw Hat Pirates and Trafalgar Law defeated and kidnapped Caesar Clown, he didn’t seem to care, since he always had a backup plan.

When they all later arrived in Dressrosa and began a huge revolution to overthrow him, his patience slowly began wearing thin. But Doflamingo really started hating Luffy when they fought each other, because he saw the Straw Hat Pirate as inferior to him, yet Luffy managed to defeat him by using his brand-new Gear Four form. That was when Doflamingo’s entire world was turned upside down, and even if he’s still somewhat fascinated with Luffy’s influence on the world, it’s obvious that he still hates him deeply.


3 Rob Lucci

One Of Luffy’s Biggest Haters

Luffy is a kind person who believes that everybody should be free. On the other hand, the CP9 Agent Rob Lucci is a ruthless assassin who won’t hesitate to kill anybody he’s ordered by the World Government to kill. This huge contrast in personalities has resulted in an intense rivalry between the two. When they first fought in Enies Lobby, Rob Lucci underestimated his opponent, which led to his inevitable defeat.



But Rob Lucci became stronger, awakened his Devil Fruit, and joined the CP0, so when he met the Straw Hat Pirates on Egghead Island, he didn’t hesitate to confront Luffy once again, showing how much resentment he had accumulated in the past two years. He even refused to acknowledge Luffy’s status as one of the Yonko. And even though the CP0 and the Straw Hat Pirates temporarily joined forces to fight the Seraphim together, Rob Lucci immediately betrayed them once again, because he truly can’t stand Luffy.

4 Fleet Admiral Sakazuki (Akainu)

His Absolute Justice Goes Against Everything That Luffy Believes In

Thanks to his strict philosophy of Absolute Justice, Sakazuki (also known as Admiral Akainu) hates every pirate in the world, meaning that he already has a deep hatred for Luffy by default. But to make things even worse, since Luffy is the son of the Revolutionary Leader Monkey D. Dragon, Akainu sees him as a dangerous threat to the world that needs to be exterminated. This is why he was obsessed with ending Luffy’s life during the Marineford Arc, which led to the tragic death of Portgas D. Ace.


But Sakazuki’s hatred towards Luffy never faded away, not even when he became Fleet Admiral of the Marines after the time skip. Even though they haven’t met each other again, Sakazuki’s new role forces him to hear about every single thing Luffy has done, which enforces his belief that the young pirate is a threat that will eventually overthrow the entire government. He’s still obsessed with capturing and executing Luffy, a task he has failed to achieve countless times.

5 Charlotte Linlin (Big Mom)

A Dangerous Pirate With The Mentality Of A Spoiled Kid

The Yonko Big Mom (real name: Charlotte Linlin) has the mind of a little kid who gets angry whenever she doesn’t get what she wants. The problem is that she’s actually a gigantic woman with a lot of strength and a powerful Devil Fruit, so she’s a threat to anybody who gets on her bad side. Monkey D. Luffy managed to do exactly that on countless occasions, making Big Mom’s resentment towards him grow more and more.

Their rivalry began when Luffy ate all the candy on Fish-Man Island and told Big Mom that he was going to defeat her. But Linlin truly began despising Luffy when he and his allies managed to break Mother Carmel’s photo during the Whole Cake Island Arc. Because of this, she swore to never forgive him and became obsessed with killing him. Things get even messier in the land of Wano, where Luffy confronts Big Mom several times, and assures her that he is the one who will become the King of the Pirates, which goes against Linlin’s own dream of becoming the Queen of the Pirates herself.



6 Saint Charlos (And The Celestial Dragons)

Luffy Was The First Person To Attack A World Noble In Years

When Saint Charlos attacked and almost killed Hatchan, Luffy became so enraged that he attacked the World Noble, something that is completely forbidden. After all, the Celestial Dragons are the rulers of the One Piece world, and they believe they can do anything because they’re better than anybody else.

Saint Charlos already resented Luffy for this humiliating defeat, but his hatred grew when he was attacked another time during the Reverie by members of the Straw Hat Grand Fleet. These attacks against Saint Charlos were the reality check the World Nobles needed to realize that their supreme reign was in danger because of Luffy.



7 Imu & The Five Elders

Luffy Is The Biggest Enemy Of The World Government And They All Know It

As previously stated, Monkey D. Luffy is currently the biggest threat to the entire World Government, including the Celestial Dragons and their leaders, the Five Elders. At first, they didn’t take him seriously and believed that the Marines could swiftly deal with him, but with time, they slowly realized how dangerous he was. Their resentment grew even more when Luffy awakened the Hito Hito no Mi, Model: Nika, and became the spitting image of Joy Boy.

When the Five Elders arrived at Egghead Island and personally confronted Luffy, the resentment they had accumulated over the years was extremely evident, as they immediately began trying to kill him and his allies. After all, the Five Elders were the most powerful political figures of the One Piece world for centuries, and Luffy has the potential to ruin everything for them.


But the Five Elders respond to the true ruler of this world: the mysterious being known as Imu. Not much is currently known about this person, but he can be seen looking at a picture of Luffy with resentment at several points in the story. He’s the mastermind behind every evil deed done by the World Government, so if the Five Elders hate and fear Luffy so much, Imu most likely feels the same.
