As public schools are independent institutions, they are protected from government interference. So, as the Queen’s watchdog, Ciel is tasked with this mission. Ciel realizes that he must “curry favor” with the “Prefect 4” in order to get any information, as they have the most influence in the school, in regards to not only students but the Head Master as well.

Prefects are students entrusted with authority in maintaining order, enforcing school rules, and representing the student body. Prefects undertake various responsibilities, including overseeing discipline, organizing events, and resolving conflicts among students. Each prefect is in charge of a different house, each with their own criteria.
…and the Different Houses of Weston
At Weston, students are sorted into different houses, each represented by a distinct color symbolizing their respective attributes. Prefects, entrusted with maintaining order and fostering community within their houses, oversee the diverse criteria of each. The Scarlet Fox House, distinguished by the color red, accommodates students of “exceptionally high birth” under Prefect Edgar Redmond’s guidance. Prefect Lawrence Bluewer leads the Sapphire Owl House, whose blue-clad members excel academically. In the Green Lion House, students proficient in martial arts and sports, represented by green, are mentored by Prefect Herman Greenhill.
