My Hero Academia: The 5 Ways New Order Breaks Quirks

Cathleen Bate, or Pro Hero Star and Stripe, is set to make her debut in the new season of My Hero Academia, and anime-only fans are hyped to see what the Number One Hero of the United States of America is capable of. As expected, she possesses a pretty overpowered quirk that puts her in the higher echelon of the series and allows her to keep up with characters like Shigaraki Tomura, the user of All For One, and the dreaded Decay quirk.

Star and Stripe’s quirk, New Order, allows her to set a rule for her surroundings or whoever she touches, and use it to manipulate them. During her clash with Shigaraki Tomura, New Order was imperative in forcing the villain to retreat because of its ability to interfere with quirks in various ways, and here are some of them.


5 Quirk Negation

The New Order gives Cathleen the ability to impose rules on objects in her surroundings and people whose names she calls out after making physical contact with them. This allows her to apply her creativity in combat and grants her the ability to suppress a person’s quirk and turn it off. During her fight with Shigaraki Tomura, she attempted to stop the effects of his decay quirk, but instead got another result because the amount of power needed to overturn Shigaraki’s quirk was well above her ability’s upper limit.

However, the fact that she even attempted it is evidence enough that she believes New Order can negate the quirks of others. If not for the very convenient fact that Shigarak Tomura and All For One’s combined consciousness was suffering from an identity crisis at the time of their battle, it would have been really interesting to see Star and Stripe use New Order in more creative ways when her back is not against the wall.


4 Quirk Restriction

Restricting The Conditions Needed For A Quirk To Activate, Or The Effect Of The Quirk After Its Activation

When Star and Stripe attempted to stop Shigaraki’s Decay, it instead slowed down its effects as opposed to fully stopping the ability. It can then be inferred that New Order can be used to restrict quirks from performing at their full capacity, even affecting characters who seem to have stronger quirk factors, like Shigaraki. Quirks with limitations, like accumulation quirks, or those that need a specific resource to function, can easily be affected by New Order to target those limitations and prevent those quirks from functioning at full capacity.



More detailed visualizations would be capping the heat output of Bakugo Katsuki, thereby reducing the effectiveness of his quirk, and restricting a user of Fa Jin from making repeated movements, thereby stopping them from building up the kinetic energy needed for the quirk to function at full potential.

3 Quirk Destruction

In the climax of the great battle between Shigaraki and Cathleen, Shigaraki managed to get his hands on Cathleen, activating his Decay quirk, and began to steal New Order from her with his All For One to bolster his arsenal. Cathleen, in a moment of desperation, included a new rule in New Order right before the final embers of the quirk died in her. This rule made the vestige of Star and Stripe get transferred with the quirk, and compelled it to revolt against all the other quirks inside of All For One.


As a result, her vestige began to destroy the other vestiges it came across inside Shigaraki, causing him and All For One to become distraught. New Order was able to destroy a lot of his quirks, including his precious Reflect quirk, forcing him to retreat from the battlefield with haste, and desperately try to figure out how to get rid of the vestige rampaging around inside him.

2 Dual Activation

Unlike many Quirks that have a singular focus or function, New Order can simultaneously maintain two rules at any point in time. This flexibility enables complex strategies and combinations that can destabilize opponents who rely on predictable patterns. However, Cathleen Bate is always using one of those rules to increase her physical capabilities to their maximum, so most times she is restricted to using only one rule to affect something other than herself.


This loophole can be exploited by formidable opponents like Shigaraki to force her into uncomfortable situations, although she would still comfortably hold her own against any other villain in My Hero Academia.

1 Intellectual Demand

The effectiveness of New Order is heavily reliant on the user’s creativity and strategic thinking. The user must conceive of and articulate new rules on the fly, which requires a deep understanding of both their own quirk and their opponent’s. New Order’s limitations must also be put into consideration by the user, as Cathleen needs to know the name of the people or living things that she wants to control. As a result, the true power of New Order lies in manipulating non-living objects, as there is almost no limit to what she can achieve with them.


She can incorporate things like lasers, and even the surrounding air, to overpower opponents that prove to be a hassle, even with just her super strength and speed. One of the more intriguing aspects of New Order is that, if not used carefully, it can backfire. Cathleen must be very precise in how she formulates her rules, as any error can have unintended consequences and interfere with those around her.
