The Shichibukai were incredibly powerful pirates in the One Piece world who were basically affiliated with the World Government. To counter piracy, the World Government designed a method that employed these powerful pirates to fight other pirates. This eased the pressure off of their shoulders and curbed the age of piracy in many ways. Of course, this also gave these powerful pirates the freedom to do anything without facing persecution.

The Shichibukai have always been phenomenally powerful pirates, and fans have seen quite a lot of them over the years. Although all of them were worthy of the title, there are many other pirates in the One Piece world who would have made fantastic Shichibukai but didn’t get the opportunity to join the group.
5 Urouge
Urouge is a very powerful pirate who hails from one of the Sky Islands, Birka, which is the same place where Enel comes from. Fans know Urouge to be a member of the Worst Generation and a pirate with incredible strength. He has eaten a powerful Devil Fruit that allows him to convert the damage that he takes into strength and hit back harder. Urouge hasn’t been focused on much in the story so far and the vast majority of what the fans have seen from him came on the island of Sabaody. However, in the New World, it was made clear that he actually defeated one of the four Sweet Commanders of Big Mom, Snack.
Snack is a pirate worth 600 million berries and Urouge defeated him and then fought against Cracker, although he ended up losing that fight. However, for him to defeat Snack means that he has tremendous fighting power. A pirate such as him would have become a fantastic Shichibukai and would have served the World Government very well. Unfortunately, he never got the offer to join this organization.
4 X Drake
X Drake is a pirate who would have been absolutely perfect for the position of Shichibukai. Fans know him to be quite a powerful pirate who led the Drake Pirates until he finally allied with the Beast Pirates. However, Drake was actually a marine who was undercover in Kaido’s crew and used to provide information to the Navy about his movements. This is precisely why Drake would have been an exceptional Warlord of the Sea.
Getting this position would make Drake a pirate with enough cover so that the World Government wouldn’t hunt him. He could then use this as an excuse to do whatever he wanted without facing any problems on the seas. For instance, on Sabaody, when Kizaru arrived, he had to fight against Drake, knowing that he was a member of the SWORD, and injure him. Had he been a member of the Seven Warlords of the Sea, he could simply have let him go and no suspicions would have been raised. This position would have been absolutely perfect for him and he could even have secretly worked together with Kaido despite having the position of Shichibukai, just as Doflamingo did.
3 Jewelry Bonney
Bonney is yet another pirate and a member of the Worst Generation who would have become a fantastic member of the Shichibukai. Hailing from the South Blue, Bonney likely set out to sea to help her father retain his memories and return him to how he was before he was turned into a machine by the World Government. This is precisely why Bonney could have become an incredible Shichibukai.

She already possesses incredible strength, which is indicated by her bounty of 320 million berries. She is clearly strong enough to be a member of this group and had she joined this organization, she would then have been able to infiltrate the World Government and pass through restricted territories easily. She could even have met Kuma without raising questions and, at the same time, helped him in some ways.
2 Eustass Kid
Eustass Captain Kid is one of the strongest members of the Worst Generation who actually had a higher bounty than Luffy when the group arrived on the island of Sabaody. There, Kid showcased how incredible his strength truly was.
He also put on quite an incredible show in the New World, picking fights against multiple Yonko and even going up against the Navy. Kid was perfect for the World Government as one of the Shichibukai, simply because he was that powerful and would be intimidating enough as a Warlord.
However, if he did get offered this position, he would certainly not have taken it. Kid doesn’t serve anyone and his only goal was to become the Pirate King. Of course, there are characters such as Mihawk who don’t want to serve anyone yet take the position anyway. If Kid was smarter, he would then have easily been able to join this organization and live his life a bit more freely, and plan his way to the One Piece better.
1 Portgas D. Ace
Portgas D. Ace is one character who could easily have become a Shichibukai simply because he was actually offered this role. Ace received an invite to join the Seven Warlords of the Sea shortly after he started his journey as a pirate. However, Ace rejected the offer simply because he was not interested.
Instead, he ended up joining the Whitebeard Pirates after losing to the Yonko and, from there onwards, he became incredibly strong. Ace rose to the position of the Second Division Commander of the group and his infamy shot through the roof. He acquired a bounty of 550 million berries before he sadly ended up dying in the Paramount War. If Ace wanted to, could easily have been one of the Shichibukai and that is just a testament to his strength and authority on the seas.
