Now that One Piece has entered its final saga, the Celestial Dragons are finally stepping into the fray. The Celestial Dragons are the descendants of the original twenty monarchs who formed the World Government. They are allowed to do anything they want, and often abuse their power. They look down on ordinary people, to the point that they refuse to breathe the same air as them.
For the most part, the Celestial Dragons are pampered slobs, but there are those who can actually fight. Garling Figarland is one such Noble, and he commands God’s Holy Knights. He once ruled God Valley, and he is allowed to kill other Nobles for committing “crimes.” Given his position, there is no doubt that Garling is strong, but thanks to things such as Devil Fruits and Haki, there are characters who are capable of beating him.
10 Monkey D. Luffy
For most of the series, Luffy did not pose much of a threat to the Celestial Dragons and the World Government, but that changed when he awakened his Devil Fruit and activated Gear 5. The World Government feared this Devil Fruit so much that they changed its name to hide its very existence.
With Gear 5, Luffy can fight with total freedom, and he gains a significant boost in strength. It allows him to make his surroundings rubbery, and this effect can be applied to living things as well. Garling may oversee God’s Knights, but even he cannot counter Gear 5’s effects.
9 Dracule Mihawk
Dracule Mihawk has mastered every type of bladed weapon, which explains why he is considered the world’s strongest swordsman. When Shanks still had both arms, he and Mihawk dueled several times, and given Mihawk’s title, it is safe to assume he won the last one. He was arguably the strongest of the Seven Warlords, and his 3.59 billion berry bounty puts him on par with a Yonko.
Mihawk wields Yoru – one of the 12 Supreme Blades, and his Haki is intense. His Observation Haki is especially strong, as he is capable of tracking Luffy’s high-speed Gear 2 movements with ease. Garling may wield a sword of his own, but his age would make fighting Mihawk very difficult.
8 Roronoa Zoro
Zoro is Luffy’s right hand, and he can now use all three types of Haki. He can even use an advanced form of Conqueror’s Haki to infuse his three swords, which all emit streams of black lightning. He wields a cursed blade, as well as two of the 21 Great Grade swords, which are all known for their sharpness.
Garling’s saber is most likely one of the 21 Great Grade swords, but it would not be surprising if it is one of the 12 Supreme Grades. That being said, Garling would not last long against Zoro – who is far younger and arguably more brutal in combat.
7 Edward Newgate
Edward Newgate was part of the Rocks Pirates, which means that he likely saw Garling when he was still on God Valley. After the God Valley incident, Newgate became Roger’s top rival, and when the Pirate King died, he was considered the strongest man in the world.
He could use every type of Haki, and he wielded Murakumogiri – a massive naginata, and one of the 12 Supreme Blades. If he and Garling were to fight, the Tremor-Tremor Fruit would be the deciding factor. It could create quakes through any medium, and Newgate could surround his fists with concentrated quake bubbles. If he were to hit Garling with one of these fists, the Noble’s bones would likely shatter.
6 Kaido
Kaido was also part of the Rocks Pirates, and he fought in God Valley as well. He ate a Mythical Zoan Devil Fruit which allows him to transform into a massive azure dragon, and while in this form, he can produce blasts that can destroy mountains.
Kaido can use each type of Haki as well as advanced Armament and Conqueror’s Haki. If Garling were to take a direct hit from any of Kaido’s attacks, he would be lucky to survive. Kaido possesses insane durability, so Garling may not even be able to injure him.
5 Marshall D. Teach
For the time being it looks as though Garling does not have a Devil Fruit power of his own, and that puts him at a huge disadvantage against Marshall D. Teach, who has two. He originally ate the Dark-Dark Fruit, which allows him to create and manipulate darkness. With this power, Teach is basically a black hole. He can absorb anything, including attacks, and he can then fire them back at his opponent.
If Garling does have a Devil Fruit, the Dark-Dark Fruit can nullify it, but Teach would have to physically touch him. At Marineford, he stole the Tremor-Tremor fruit, which essentially gives him the power to destroy the world with devastating earthquakes.
4 Shanks
Shanks was part of Roger’s crew, and as of right now, he is one of the strongest characters in One Piece. For most of the series he was the youngest Yonko, but he is now the longest reigning. Eustass Kidd helped to beat Big Mom, and Shanks destroyed him and his entire crew with a single attack.
Shanks may not have a Devil Fruit, but his Haki is overwhelming. His Conqueror’s Haki is so powerful that he can use it to nullify the Observation Haki of others. If Garling uses Observation Haki, it will be useless against Shanks, who is still able to beat someone like Kaido despite having one arm.
3 Monkey D. Garp
Monkey D. Grap is Luffy’s grandfather, but he is also a legendary Marine. He is a Vice Admiral who could have easily been named Admiral or Fleet Admiral, but he did not like the idea of working with the World Nobles directly. Roger himself stated that Garp was one of two Marines he took seriously.
Garp and Garling are both very old, but Garp is still capable of unleashing powerful Haki attacks. Many fans assumed that he only used Armament Haki, but he can use advanced Conqueror’s Haki as well. Garp’s attacks may not be as strong as they used to be, but he can still destroy an entire town with a single punch.
2 Gol D. Roger
Roger became the King of the Pirates after sailing the entire Grand Line, and it helps that he was extremely powerful. He did not have a Devil Fruit power of his own, but he was still able to fight Edward Newgate on equal footing with just his Haki.
His signature Cutlass is one of the 12 Supreme Blades, and he could infuse it with his advanced Armament and Conqueror’s Haki. For many, Roger is the strongest pirate to have ever lived, and it is hard to believe that he would fall to a World Noble who likely fled his own kingdom.
1 Rocks D. Xebec
Most One Piece characters try to avoid fighting the Marines and World Nobles, but Rocks D. Xebec had no problem killing them. Xebec was the captain of the Rocks Pirates, and he wished to become the King of the World. As a result, the World Government viewed him as a terrorist, and made sure that his name faded from memory.
Kaido, Big Mom, and Whitebeard all served on his crew – which shows just how strong he was. Roger could not beat him on his own, which is why he teamed up with Garp at God Valley. Xebec was defeated by Roger and Garp while both men were in their primes, so Garling would not pose a threat.
